The Kano State Government has advocated for the 35 percent of all appointment positions be reserved for women and vulnerable groups to promote gender and equality participation in governance.
The Secretary to the Kano State Government, Alhaji Usman Alhaji made the plea among other 17 recommendations he submitted to the House of Representatives Special Committee on the Review of the Constitution of Federal Republic of Nigeria, 1999 as amended.
Usman Alhaji explained that Kano State being the highest population in the country should be accorded preference on anything that relates to human Development.
Among other requests submitted were the change of name for kunchi local Government Gari local Government Area,base in several reasons states in the submission.
The secretary of state Government maintaied that fiscal public and revenue Allocation should be Allocated to local governments since they more closer to the people.
“We are also recommending that the thirteen percent deregulation formular should be reviewed downwards to eight percent so as to allow more states to drive more from the pool”
He further explained that among other recommendations made by the state includes the judicial reform, adjudication of elections and other pre Election matters and other justice delivery concerns .
Alhaji Usman Alhaji stated that Kano being a Muslim dominated state required a Sharia Court of Appeal to exercise affinite and supervise jurisdictions on criminal Appeals from Sharia Courts in the state,aimed at allowing Muslims rights,to practice and observe the principles of their religion as contemplated under section 38 of the Constitution of the federal Republic of Nigeria.
In a remark the majority leader of the house of representatives and chairman kano center of the house of representatives public hearing for constitution amendment Alhaji Alhassan Ado Doguwa explained that the efforts to review the Nigerian Constitution have became an integral feature of the activities of the national assembly since 1999,as a way of sharing with members of the public primary legislative functions.
Other states that submitted their recommendations includes kaduna, Katsina and Jigawa states.
